NHS foundation trusts have been withholding data relating to the number of complaints received.
The NHS Information Centre showed that 29 foundation trusts across England failed to provide any data for complaints between 2011 and 2011.
Bizarrely, foundation trusts are not obliged to provide information but can do voluntarily.
The report looked at just over 148,000 written complaints about the health service in 2010/11. Overall, there was a 2.4% (3,700) decrease in complaints compared with the previous year.
The total number of all HCHS written complaints reported has decreased by 3.6 per cent from 101,100 in 2009-10 to 97,500 in 2010-11. For organisations providing data in both years the total number of HCHS complaints has increased by 0.5 per cent from 94,200 to 94,700 in 2010-11.
